Attorney General: Troopers in High-Speed Luxury Car Escort Altered Plates

The troopers have been criminally charged in connection with the March 2012 incident.

 

Two New Jersey state troopers accused of leading a high-speed escort on the Garden State Parkway for a fleet of luxury cars have been criminally charged, the New Jersey Attorney General’s Office announced.

The New Jersey State Police (NJSP) received complaints regarding the March 2012 caravan to Atlantic City, and the troopers were subsequently suspended without pay in April.

In a press conference in Trenton on Friday, Attorney General Jeffrey S. Chiesa said the troopers who conducted the unauthorized escort "turned our highway into a virtual speedway."

"What they did was absolutely wrong," he said.

An investigation by the Division of Criminal Justice into the incident found that the troopers, Sgt. First Class Nadir Nassry, 47, and Trooper Joseph Ventrella, 28, allegedly concealed the license plates on their NJSP vehicles to avoid detection by E-ZPass cameras, Chiesa said.

The troopers allegedly used black electrical tape to change the numbers on their license plates, and the attorney general said Nassry also directed the drivers of the sports cars to partially conceal their plates.

The troopers have been charged with fourth-degree falsifying or tampering with records. Nassry, a 25-year veteran of the NJSP, faces an additional third-degree charge of tampering with public records or information.

“This is a public safety issue plain and simple. Thankfully, thankfully no one was hurt,” Chiesa said.

The third-degree offense Nassry is facing carries a sentence of three to five years in state prison, up to a $15,000 fine and loss of his pension, if convicted, Chiesa said. Under the state’s anti-corruption law, Nassry would not be eligible for parole for two years. 

The fourth-degree charge both Ventrella and Nassry are facing carries a maximum of 18 months in state prison, up to a $10,000 fine and forfeiture of their jobs. If convicted, the troopers would not be able to be publicly employed in New Jersey.

Complaints about the high-speed caravan in March led to an investigation of a 2010 escort of other luxury vehicles, according to the attorney general's office.

Four troopers face administrative charges, including improper conduct of an escort and unsafe driving, in connection with the 2010 incident, which was captured on a YouTube video.

Administrative charges have also been filed against a trooper who improperly handled a traffic ticket issued to a member of a driving club who was stopped in 2010 for driving a Lamborghini 116-mph on the Garden State Parkway in Paramus. 

Following a hearing process, the administrative charges could result in a term of unpaid suspension. 

“We're not in the business of endangering the public, we're in the business of protecting the public,” Chiesa said.

The drivers of the luxury cars will not be issued speeding tickets or motor vehicle summonses for altering their license plates during the caravan as a 30-day time limit to issue such summonses has passed, he said.

In response to the incident, the NJSP adopted a new standard operating procedure when dealing with escorts, according to State Police Superintendent Colonel Rick Fuentes. An emphasis will be placed on public safety, and enhanced provisions were adopted governing when escorts will be authorized.

A loss of license IS A MUST . Deadly wepon is in place hear. A DUI/DWI is a weapon with intent. This must be lost of license and fines for 3yrs and loss of pensions! community service is a must! 500 hrs. This would of been for the use of OUR cop cars and gas and paying them for this crime.!

I m not sure if i agree with losing their pension over this, after all those years of service, maybe a portion of it, i m sure they are fall guys as well. How about no escorts for rich guys in sports cars. The state police should lose their pensions for not stopping the high speeds on the GSP north between Toms River & Long Branch, if you dont drive 75 + you will get run over! How bout doin your jobs & slowing that down before more people die

i don't believe a penality of complete loss of pension would apply here but a significant portion would be...say a loss of 35% - 40% in their pension as well as to lose all health ins benefits. After all the troopers did pay into their fund and did have years of service before this event.

What I'd like to know is, was there a "per vehicle buy in" to join the caravan down the GSP? If palms were to be greased along the way and the owners of these high end high performance sports cars were to be permitted to use their cars in a manner they were built for, they certainly could afford to pay an entry fee. Just think of how far a "donation" of $500 or $1000 per car could go.

Fred, I agree...but these kinda of things keep on happening. The problem is that some have lapse in or bad judgement and they get away with it. If it was anyone else, they would fine you heavily and lock you up. We can't keep on having two set of rules and standards depending on who it is? I am almost sure I read an officer was stealing gas, another was stealing money and buying personal items with PBA money, their was police from both NJ and NY high jacking and stealing a million dollars worth of perfume. I just can't stand the excuses anymore. If you abuse your power their should be consequences and they should lose their pension. Give him back his own money that he contributed for himself....every time an officer gets caught doing something, they cry lapse of judgement, he deserves to keep his pension, he was an officer for so many years with no blemishes. How do we know if that is even true with everything going on today. Maybe it is the first time they got caught. I really am not trying to be nasty, but when does the special treatment stop? This is not limited to police either, I think it should be for every state, town and school employee... When someone in the school gets caught doing something they just talk them into retiring before the poop hits the fan. Little to late for Rittacco, he got caught before he could get out and retire, he tried... just a little to late.. this did not happen by accident. I am sure someone snitched on him....Possible whistle blower.

Actually, 'enough', you were the first to add the governor into the mix; but don't let me bore you by asking you to be consistent when you're trying to forward your rant. Try to follow my argument: the governor was not mentioned in the article. In fact, you made the first mention of the governor and, as a result of your small mindedness, did not feel it was enough to just criticize his actions and prove how they were cogent to the situation, rather you felt the need to descend into personal insults; always an indication of a small mind and a lack of anything intelligent to say (BTW). At first, I didn't think that these officers should lose their pensions. However, that was before I heard they deliberately covered their license plates with tape. They knew exactly what they were doing and that it was against the law. No special treatment. Judge them like anyone else who got caught doing this.

The argument that he had 25 years of service and one screw up is unsubstantiated right now. How do we know he never did anything like this before?

Judge him for his crime and may his punishment fit the crime, whether it be jail and/or loss of pension.

I cant believe that the A.G. is making such a big deal about this. I agree that there shouldnt be cars going 100 mph on any roadway but if your going to prosecute these troopers what about all the other troopers and local cops that violate this and other laws. Its a total waste of our tax dollars. Nobody was hurt. Its bad enough the guy lost his job. Go prosecute all those gang bangers that are ruining the Jersey Shore then waste my money going after others.

I am angry that the Nj State Police would conduct these high speed escorts.....I guess, as a "courtesy" to athletes supposedly involved in work for charities.....I don't believe it! Whether the officers received some kind of pay for this, only the parites involved know, but I hope it is investigted. After viewing the you tube video of the "rally" that happened in 2010, I get an idea of just how unsafe it is. The kicker was seeing people pulled over by other State Police on the sides of the GS Parkway while this group of luxury sport cars drive by at speeds up to 120 MPH. I imagine a similar scenario for the 2012 incident. Someone higher up HAD to know about this....don't the officers have to report to someone and doesn't that supervisor have to know where his reporting officers are and what they are doing? I wonder if the patrol cars are equipped with with GPS tracking units....what a story those units could tell...

Police need to be properly supervised and disciplined for improper actions. Criminal behavior has to be prosecuted and any appropriate punishments given the officers involved. They gave preferential treatment, broke motor vehicle laws.... and for no appropriate reason (they were not responding to an emergency,) they put the motoring public at risk, they were neglecting their other duties in order spend the time to escort these sports cars, and it was a misuse of their time & the equipment that the taxpayers of New Jersey pay for law enforcement and public service & protection. The state waited too long to be able to prosecute the drivers of these vehicles, but they also should be warned.....NJ public will not put up with this any more.

I am more than willing to carry on a dialog with those with whom I disagree and have done it successfully with some on this site including the disagreement you and I are having right now. However, when someone starts name calling and employing personal insults I will return in kind. The difference is that I will keep it generic, never get personal, and I will attempt to use sarcasm to draw attention to the illogical way they are framing their comments.

I think you missed my most important point, Matt. I don't use personal insults, especially that reference somebody's physical make-up over which they usually don't have control. I refuse to treat such people with any pretended dignity and it's not my job to kill them with kindness while I attempt to correct them; that was the job of their parents. I have seen posters get on here and rather than say anything meaningful about the actual subject just jump right in with personal insults and attacks. I attack ideas rather than people. And, BTW, my use of 'mental midgets' to cal these folks out was so benign in the scheme of things as to not even place in the same category as most of the vitriol that passes as conversation in these 'dialogs.'
Anyway, I think we've flogged this one way past any ability to produce anything meaningful from pursuing it any further.

Don't troopers stay in assigned areas in proximity to the barracks they are assigned to? And I'm sure other troopers saw this activity and radioed in what to find out what it was about. And I'm positive other motorists called in to express their concern for safety. Who answered what hadto be a decent amount of inquires and what was the answer?

I must be the only one who thinks this is no big deal. On any normal day the GSP has traffic moving above the speed limit and it doesn't intimidate me at all. I've also been pulled over a few times in my 30 yrs of driving the GSP and the officers were very fair and respectful while performing their duties. I'll admit covering the licence plate was a dumb move. But I don't think any of them should lose their job or pension they paid in to. Let's not think this is what they do all day every day. They put they're life on the line every day for us. For that I am greatful...

Greg, the only thing I agree with you about is that covering the license plates was dumb. How can society be expected to abide by the law, if those sworn to uphold it do not. They should have their pensions that they paid pennies on the dollar in to stripped, barred from public sector employment, and removed from their positions if found guilty, and their penalties should be doubled for offenses in a work zone.

People speeding on their own every day is a normal occurrence on the parkway and every other highway. The difference was that the cops were a part of this high speed show of luxury cars. If they wanted to escort them somewhere, did it have to be at high speeds? No, of course not, but they did it anyway and I am sure they were ordered to do it. While they normally put their lives on the line for us, this time they put our lives on line!

Just to introduce another point: NOBODY GOT HURT. When you consider the types of vehicles involved and what they are actually designed for (and capable of) does anybody think the speed limit was going to be obeyed by these guys? The Troopers may have actually prevented these drivers from killing someone.

jersey swamp what you missed was gov crisco is their superior. a superior holds responsibility for those in his charge much as gov cuomo would ultimately be responsible for ny state troopers. this wasnt the first time nj troopers did this. they also did it in 2010 as well. this time they got caught because a driver put the video on you tube. you tube is the worst thing that ever happened to gov crisco.too bad the only public who could tell him how bad of a job he is doing is republican senior citizens on a beach at 2 pm when everyone else is working. the rest of us can maybe get a post card to him maybe at the koch mansion or whatever state mitt romney's in which judging by what he did in london and israel would be somewhere in the state of confusion.

I personally have participated in LEGALLY conducted road rallys sponsored by BMW from Maine to Massachusetts. Never have those who particpate ignored tolls or sped much beyond the legally posted speed limit. We still had fun and did not endanger the safety of ourselves or other motor vehicles. Consquently, I am hardpressed to excuse these State Troopers or those arrogant fools that they allegedly escorted.

I can only but guess that the police officers were paid a sufficient amount of money to escort a fleet of luxury cars? Surely they must have known they would be spotted though, and thus caught. They were not hiding or driving discretely, they were speeding in plain sight. Luckily, no one and no car parts was injured. I think perhaps there would not have been any complains if the drivers were not speeding. It seems that there are a number of cases of state troopers abusing their authority and position. Even prior to this, I have read of news of state troopers who have been issued suspension for falsification and tampering because they were escorting a high-speed caravan, etc. I became more aware of this I when I was searching for car parts news and car news over the internet. Why it caught my attention because I once witnessed of a state trooper vehicle escorting a high speed caravan in 2010. I was not able to take a photo or proof of it, but another person did. The last I have heard was that the authorities have been very strict with the usage of state trooper vehicles, especially during the night. - http://www.carid.com
